per-KB graph chunk cap (or the cap could not be checked and the job failed closed), so the file stays
out until the cap allows it. 'queue': the graph-indexing queue was full when the file finalized; the
file is left to the graph auto-build sweep, which indexes it under the same cap once the job goes quiet.
